Finance (DFAS)
In-process within 72 hours. Bring LES, travel voucher, bank info. Located in Bldg 2494, (915) 568-3300. Set up direct deposit and file your travel claim ASAP. Ask about DLA (Dislocation Allowance) eligibility.
Central Issue Facility (CIF)
Draw your TA-50 and OCIE gear. Appointments required — call (915) 568-5200. Check your clothing record and resolve shortages from your losing installation before arriving. Bring your LES and updated ERB.
William Beaumont Army Medical Center (WBAMC)
WBAMC handles TRICARE enrollment and medical/dental in-processing. Register all family members with primary care managers. The new $1.2B facility opened in 2020 with advanced capabilities. Dental clinic: (915) 569-3600.
DEERS & Identification
Update your DEERS record and get new military ID cards for you and all family members. Military ID office: Bldg 2493, (915) 568-6345. Process takes 20-30 minutes per person. Bring original documents and copies of orders.
Unit In-Processing
Report to your unit S-1 within 48 hours. Bring signed DA Form 1172, updated ERB, Leave/Earnings Statement. Establish your chain of command immediately. Get briefed on unit mission and local policies.
Army Community Service (ACS)
Bldg 2494, Gruber Road, (915) 568-4812. Relocation assistance, financial counseling, employment readiness, EFMP support, spouse career coaching. Free tax prep (tax season) and legal aid.
Military Housing & Lodging
Fort Bliss IHG (on-post hotels): (915) 568-2594. Various buildings available for TLE while searching for housing. Reserve early as peak season (May-Aug) fills quickly. Ask about suite options for families.
Security Clearance & Badging
Get your CAC activated and base access badge. Bldg 2400 (Badge & ID). Bring orders, military ID, valid license. Common area access: same-day. Restricted area access: may take 5-7 business days.
Post Office & Mail Services
Main post office: Bldg 2447. Open Mon-Fri 9am-5pm, Sat 10am-1pm. Update your mailing address with Finance and your unit. Consider PO Box for sensitive mail during transition.
Base Orientation & Services Tour
ACS offers newcomer orientation tours (free). Learn where to find medical, dining, fitness, shopping, and family services. Tours typically 2 hours, scheduled weekly. Call (915) 568-4812 to register.
Family Readiness Group (FRG) & Sponsor Program
Your unit sponsor will greet you. FRG meets monthly and provides social support, info sharing, and emergency assistance during deployments. Attend first meeting for welcome package and networking.
Transportation
Schedule through DPS (Defense Personal Property System) at move.mil. Peak season (May-Aug) fills fast — book early. Weight allowances: E1-E4 (5,000 lbs), E5-E6 (7,000 lbs), E7-E9 (9,000 lbs). Full replacement value coverage included.
POV Shipping & Vehicle Transport
For out-of-state moves, use VPC (Vehicle Processing Center). El Paso port handles 400+ vehicles monthly. Cost typically $1,500-2,500 (usually government paid on PCS). Enclosed transport available. Estimate 5-7 business days.
DLA (Dislocation Allowance): E5+ with dependents $500-600; E6+ without dependents same amount. TLE (Temporary Lodging Expense) reimbursed at GSA rates (~$80-120/night). File all within 10 days at Finance (Bldg 2494).
I-10 is main east-west corridor (75 mph). North-south: I-54/Loop 375. Fort Bliss main gate access from I-10 exit 24. Multiple gates: Gate 1 (main), Gate 3 (east), Gate 6 (north). Have military ID ready. Traffic heaviest 7-9am, 4-6pm.
Located 5 miles northeast of Fort Bliss. Served by Southwest (primary), American, United, Delta. Direct flights to Dallas, Houston, Denver, Phoenix, LA, SF, Las Vegas. Ground transportation: rental cars, rideshare, TMP vehicles available.
Most Soldiers drive (limited public transit). Bus system (SunTransit) available downtown. Uber/Lyft: ~$8-15 within city. Parking on-base: free. Parking downtown: $2-5/hour in lots. Main streets: Montana Ave, Mesa St, I-10.
TX DMV: (915) 772-1000 or visit regional office. Required: current title, proof of insurance, valid ID, proof of residency. Registration fee: $27-50/year. On-base DMV (Bldg 2500) faster than civilian — go there first.
Must update within 60 days of arrival. Texas DPS office on-base: Bldg 2500, (915) 568-1234. Cost: $26 (5-year) or $53 (8-year). Real ID optional but needed for federal facilities by May 2025. Bring birth certificate, proof of residency.
Gas station on-post: Bldg 2478 (cheapest, tax-free). Off-post: Shell, Chevron, Valero throughout city. Average price: $2.80-3.20/gal. Maintenance: post motor pool, or numerous local shops. Jiffy Lube, Firestone, Discount Tire available.
No-left-turn during red lights statewide (unless posted). Speed limits: I-10 75 mph (50 in construction). Cell phone law: no handheld texting/calling while driving. Minimum insurance: 30/60/25. Proof required at registration.
Sunset Limited (Amtrak) runs through El Paso 3x/week: LA to New Orleans. Greyhound available downtown. Long-distance options limited — most use flights. Ride-sharing (Lyft, Uber) common for regional trips.
Port Operations: (915) 568-1703. HHG tracking via move.mil. Pick-up appointments: typically 2-3 day window. Delivery: 5-7 days in-town. Damage claims: document with photos, file within 30 days.

Two schools on base: Pershing Elementary and Biggs Middle. Excellent programs, highly rated. Enrollment through DoDEA at (915) 568-5542. Priority enrollment for military families. Safe, secure environment with military-sensitive curriculum.
Largest district serving 80K+ students. High-performing schools: Eastwood High (magnet STEM), Burges High (IB program), Jefferson High (arts). Off-post enrollment: bring birth certificate, immunization records, proof of residency, prior school records.
Socorro ISD (southeast): serves 25K+ students, excellent STEM/medical programs, Montwood High highly rated. Canutillo ISD (northwest): rural charm, strong athletics, 5K+ students, smaller class sizes, highly engaged community.
El Paso offers choice enrollment across ISDs. Magnet schools: STEM focus, performing arts, International Baccalaureate (IB), medical/health sciences, bioscience. Application-based selection. Military families eligible for many charter schools with priority seating.
Ages 6 weeks to 5 years (pre-K). Multiple locations on-post: main facility (Bldg 2700), satellite programs. (915) 568-8266. Full-time enrollment: ~$700-900/month (sliding scale by rank/income). Before/after school also available.
Before/after school care: ages 5-12. Fort Bliss Youth Center: (915) 568-2888. Summer camps: sports, art, STEM, adventure programs. Rates: ~$300-500/week for summer, less for school-year. Open until 6:30pm on school days.
